International & Regional Exchange Programmes

Our Role

WICUA serves as the regional authority for cricket umpiring development in the Americas, supporting education, certification, and international advancement opportunities for officials across the region.

Who We Are

The West Indies Cricket Umpires' Association (WICUA) is the governing body for umpire associations across the Americas. The organization is recognized by Cricket West Indies (CWI) and the International Cricket Council (ICC) as the official representative body for umpires in the region.

Founded in 1962, WICUA operates as a not-for-profit organization dedicated to developing, supporting, and advancing cricket umpires throughout the Americas.

WICUA: ABOUT US

WICUA was incorporated in Jamaica on March 10, 2025, under the Companies Act as West Indies Cricket Umpires Association Limited, a company limited by guarantee without share capital, operating as a civic organization.

Directors:

• Hugh Fugo – Jamaica

• Cecil Fletcher – Jamaica

 

In addition, WICUA was incorporated in the State of Maryland, USA on September 4, 2025 as West Indies Cricket Umpires’ Association Inc., a tax-exempt non-stock corporation.

At the federal level, WICUA has been recognized by the United States Internal Revenue Service (IRS) as a 501(c)(3) tax-exempt public charity. The organization was also registered as a charitable organization in Maryland on December 1, 2025.

Training & Regional Development

The current Training Committee Chairman is Mr. Peter Nero of Trinidad and Tobago, who collaborates with local training committees across each territory to ensure consistent development standards throughout the region.

International Exchange Programmes

WICUA also collaborates with umpiring associations around the world to provide international exposure for emerging officials. Exchange programmes have taken place with associations in:

• United Kingdom
• South Africa
• Bangladesh
• New Zealand

These initiatives allow umpires to gain valuable experience in different cricketing environments.

Regional Exchange Programme

WICUA relaunched its regional exchange programme in March 2025, beginning with four umpires from the United States officiating matches in Jamaica over a two-week period.

Later that year, Denzil James of Trinidad & Tobago became the first West Indies umpire to officiate in the United States under the programme’s relaunch, working matches in New York and Georgia in September 2025.

Promoting Knowledge and Respect for the Game

A key objective of WICUA is to promote a deep understanding of the Laws of Cricket. Educational programs are designed not only for umpires but also for club officials, league administrators, captains, and other cricket stakeholders.

By strengthening knowledge of the game’s laws, WICUA aims to elevate professionalism, integrity, and respect within cricket.

Developing the Next Generation of Umpires

"WICUA works closely with local umpire associations throughout the Americas to identify, train, and develop young umpires. Through structured education and mentorship, the association prepares officials for advancement to the International Cricket Council Panel of Umpires, as global demand for qualified officials continues to grow."
